No. The traffic light shown in the video is a general S-1 signal, which, when green, allows you to enter the intersection but does not guarantee a conflict-free left turn. According to Art. 25 para. 1 of the Road Traffic Act, the driver must give way to vehicles approaching from the opposite direction. A conflict-free turn is only guaranteed by a directional S-3 signal (with a left arrow).
