In this situation, can you bypass the car which has stopped in order to give way to a pedestrian?

The regulations strictly prohibit passing a vehicle that has stopped to give way to a pedestrian at a pedestrian crossing. This manoeuvre is extremely dangerous because the driver who is passing cannot see the pedestrian, who is obscured by the stopped vehicle. This is regulated by Art. 26 para. 3 pt. 2 of the Road Traffic Act.
