In the visible situation, the lanes are separated by a solid line (sign P-2), the crossing of which is prohibited, so changing lanes at this point is not allowed. Furthermore, the obligation to enable a lane change in traffic jam conditions, i.e., the 'zipper merge' described in Art. 22 para. 4a and 4b, applies only to the area directly before the end of the lane or an obstacle, and not to earlier sections of the road.
