The decision of the starosta (district administrator) to suspend a driving licence is a consequence of exceeding the speed limit by more than 50 km/h in a built-up area. First, a police officer physically confiscates the document at the scene of the check, and then the starosta issues an official administrative decision to suspend the driving entitlements, which is regulated in Art. 102 para. 1 pt. 4 of the Act on Vehicle Drivers.
