Can you overtake a vehicle from the right at this intersection?

In a built-up area, overtaking on the right is permitted on a two-way carriageway when there are at least two lanes for traffic in the same direction. Overtaking a motor vehicle at an intersection is prohibited, except at a roundabout or a controlled intersection. At an intersection with traffic lights, overtaking on the right is permitted.
