Are you permitted to overtake a vehicle in the right lane on a pedestrian crossing?

The recording shows an approach to a marked pedestrian crossing where there are no traffic lights. According to art. 26 para. 3 pt. 1 of the Road Traffic Act, a driver is prohibited from overtaking a vehicle at a pedestrian crossing and directly before it, except for crossings where traffic is directed. In this situation, overtaking the vehicle traveling in the right lane is prohibited.
