When driving a tram during a stop resulting from the traffic conditions, under reduced air transparency, can you use the front fog lights?

Road traffic regulations permit the use of front fog lights in conditions of reduced visibility. The situation shown in the photograph, namely wintry weather with snowfall and limited visibility, qualifies as such conditions. Stopping the vehicle due to traffic conditions does not change the fact that the vehicle is still considered to be in traffic and must be appropriately lit for safety reasons.
