Using main beam headlights in dense fog causes the phenomenon known as a "wall of light". Their powerful beam reflects off water particles suspended in the air, which, instead of improving visibility, drastically reduces it and dazzles the driver themselves. In such conditions, dipped headlights should be used, as well as front fog lights if the vehicle is equipped with them.
