Is it permissible in this situation to overtake the cyclist?

Overtaking a cyclist in the presented situation is prohibited. Due to vehicles parked on both sides of the carriageway, it is not possible to maintain the legally required, safe lateral distance of at least 1 metre from the cyclist being overtaken. Performing the manoeuvre in these conditions would create a direct hazard in road traffic.
