Yes. According to Art. 17 para. 2 of the Road Traffic Act, a driver joining traffic is obliged to give way to all other road users. This obligation also applies to the pedestrian, regardless of whether they are on a crossing or, as seen in the video, away from one. The manoeuvre of joining traffic always requires exercising special caution.
