Does the plate under the warning sign indicate an unexpected change in the driving direction?

In the final stage of the video, warning sign A-30 'other danger' with plate T-18 is visible on the right side of the road. According to § 11 para. 2 pt. 10 of the Regulation on Road Signs and Signals, this plate indicates an unexpected change in the direction of traffic along the course shown on it. It warns of the need to change the driving path in a place where the road course may be surprising to the driver.
