Does the plate under the warning sign indicate an unexpected change in the driving direction?

In the final stage of the video, warning sign A-30 'other danger' with plate T-18 placed below it is visible on the right side of the road. According to § 11 para. 2 pt. 10 of the Regulation, plate T-18 indicates an unexpected change in the direction of traffic along the course shown on it. It warns of a situation where the road course may be surprising to the driver.
