Does this warning sign mean that you are approaching a place where two-way traffic starts?

The yellow triangular sign visible on the right is A-20 'two-way traffic section', showing two arrows pointing in opposite directions. According to § 10 para. 2 of the Regulation on Road Signs and Signals, this sign warns those traveling on a one-way roadway about approaching a point where two-way traffic begins. This means that oncoming vehicles will soon appear on the road.
