Does this traffic light indicate that there is no collision with other traffic users when turning left?

A green light on a general S-1 traffic light does not guarantee a conflict-free left turn. According to regulations, a driver performing this manoeuvre is obliged to give way to vehicles approaching from the opposite direction and travelling straight ahead or turning right. Only a directional S-3 traffic light (with an arrow) ensures conflict-free passage in the indicated direction.
