At the visible intersection, traffic is being directed by a police officer, whose instructions take precedence over traffic lights and road signs, in accordance with Art. 5 para. 1 of the Road Traffic Act. The officer is standing sideways to you, which under § 108 para. 2 of the Regulation means the traffic is open for your direction and permits entry into the intersection.
