Are you allowed to start driving once the pedestrians have walked onto the pavement?

The recording shows a tram stop without a platform, where passengers get off directly onto the roadway. According to Art. 26 para. 6 of the Road Traffic Act, the driver is obliged to stop the vehicle for the time necessary to ensure pedestrians a safe passage to the pavement. When passengers have left the roadway and are on the pavement, the obligation to stop ceases and you can continue driving.
