Are you obliged to use low-beam lights in this situation?

In the situation shown, you are driving at night and another car is approaching from the opposite direction. According to Art. 51 para. 3 of the Road Traffic Act, the driver is obliged to switch off the high beams and use low beams so as not to dazzle the oncoming driver. Furthermore, the general obligation to use low beams while driving in conditions of normal air transparency results from para. 1 of this article.
