Are you allowed to enter a level crossing if the barriers have not been completely lifted?

Entering a railway crossing is prohibited until the barriers are fully raised and the light signal has gone out. The video shows that the barriers are still in motion and the red light is still on, which strictly prohibits entry. According to Art. 28 para. 2 of the Road Traffic Act, entering past the signal while a red light is displayed is forbidden.
