In this situation, the driver is joining the flow of traffic, probably pulling out from a parking space onto a traffic lane. According to Art. 17 para. 1 of the Road Traffic Act, when joining traffic, you must give way to all other road users. This obligation exists regardless of which direction another vehicle is approaching from, therefore the priority-to-the-right rule, which applies at junctions of roads of equal importance, does not apply here.
