In the present situation, is the driver allowed to switch on the driving beam?

Main beam headlights may be used from dusk until dawn on unlit roads, provided they do not dazzle other drivers. According to Art. 51 para. 3 of the Road Traffic Act, you must switch to dipped headlights when another vehicle is approaching from the opposite direction. The picture shows vehicles approaching from the front, so switching on the main beam headlights is forbidden as it would dazzle their drivers.
