Are you obliged to stop the vehicle in the presented situation?

In this situation, you see a tram stopped at a stop not equipped with a passenger island, from which a person is stepping directly onto the roadway. According to Art. 26 section 6 of the Road Traffic Law, you are obliged to stop the vehicle to ensure the pedestrian's safe access to the sidewalk. This obligation exists whenever the stop does not have an island and passengers must cross the roadway to board or exit the tram.
