Should you exercise extra caution and reduce your speed in this situation?

In this situation, you are passing a vehicle (black car) positioned at the right edge of the road. According to Art. 23 para. 1 pt. 2 of the Road Traffic Act, when passing a stationary vehicle, the driver is obliged to maintain a safe distance and only reduce speed if necessary. This regulation does not automatically impose a duty of special caution on the driver, unlike, for example, the manoeuvre of overtaking.
