Are you entitled to drive with your daytime running lights on in these weather conditions?

The attached image shows a sunny day with very good visibility, despite the snowy surroundings. According to Art. 51 para. 2 of the Road Traffic Act, from dawn to dusk in conditions of normal air transparency, daytime running lights can be used instead of dipped-beam headlights. Since visibility is not limited (it's not snowing and there's no fog), you have the right to use these lights.
