Is the weather condition a factor to consider when choosing a driving speed?

According to Art. 19 para. 1 of the Road Traffic Act, a driver is obliged to drive at a speed that ensures control over the vehicle, taking into account the conditions in which traffic takes place, including weather conditions. On the visible forest road, weather can drastically change grip (e.g., moisture in the shade of trees), so this is a factor that must always be considered, regardless of traffic volume.
