Is the vehicle left unattended in the parking lot properly protected against being started by unauthorized person?

In the attached image, keys are visible left in the ignition while the driver is not in the cab. This is an error because a vehicle left in this manner is not protected against access by third parties. According to Art. 46 para. 5 of the Road Traffic Act, the driver is obliged to secure the vehicle against the possibility of it being started by an unauthorised person while stationary.
