Does the visible broken line on the road indicate a parking place for the disabled?

The visible road marking P-21 "powierzchnia wyłączona" designates a part of the carriageway where entry and stopping are prohibited. This marking, often used in the vicinity of stops, is not a parking space. A parking space for disabled persons is marked by the P-20 "koperta" road marking and the upright sign D-18a with supplementary plate T-29.
