Can you pass the stationary obstacle by using the part of the road intended only for the oncoming vehicles?

The road service vehicle visible in the recording constitutes a stationary obstacle that completely blocks your lane. In such a situation, you have the right to pass this vehicle by entering the part of the roadway intended for oncoming traffic, provided you exercise special care and maintain a safe distance, as stated in Art. 23 para. 1 pt. 2 of the Road Traffic Act.
