Is it always prohibited to reverse a two-coach tram?

Regulations do not absolutely prohibit the reversing of a tram, including multi-carriage trams. This manoeuvre is permissible in special situations, e.g. within a depot or in the event of a breakdown, but it must be conducted with the involvement of an authorised person who guides the vehicle from the outside and ensures safety.
