Does the presented sign apply to a moped driver?

The visible B-2 "no entry" sign signifies a prohibition on the entry of all vehicles onto the road or carriageway from the side on which it is placed. According to the Road Traffic Act, a moped is a vehicle, and therefore this prohibition also applies to its rider. The only exception would be a supplementary plate below the sign exempting mopeds from this prohibition, which is not present in this situation.
