Does this sign indicate the end of the built-up area?

The sign visible on the right side of the road is D-43 'end of built-up area'. According to § 58 para. 3 of the Regulation on road signs and signals, this sign indicates the exit from a built-up area, which involves, among other things, a change in the speed limits.
