Are you allowed to stop the vehicle on the hard shoulder in this situation?

The line visible on the right side of the roadway is sign P-7b 'broken edge line', which separates the roadway from the shoulder. According to § 86 of the Regulation on road signs and signals, this sign permits crossing it to enter the shoulder. In this situation, stopping on the shoulder is therefore allowed, provided it is not prohibited by other regulations or vertical signs.
