Yes, when passing an oncoming vehicle, the driver is always obliged to maintain a safe distance from the vehicle being passed. This follows from Art. 23 para. 1 of the Road Traffic Act. If necessary, you should also move to the right, reduce your speed, or even stop to avoid a collision.
