Definitely yes. An intoxicated cyclist is extremely unpredictable – they may suddenly change their path, wobble, or fall. In accordance with the principle of limited trust (Art. 4 of the Road Traffic Act), when you see such a person, you must maintain a much greater lateral distance than when passing a sober cyclist to avoid hitting them.
