A green arrow to the right (S-2 signal) permits a conditional turn, but it does not exempt the driver from the duty to stop before the traffic light. Stopping is mandatory in order to give way to pedestrians and vehicles on the intersecting road. According to § 96 para. 3 of the Regulation on Road Signs and Signals, entering the area beyond the signal is permitted only after coming to a stop.
