Can you stop a car on a sidewalk, leaving a passage of 2 m, if this causes an obstacle to pedestrian traffic?

The regulations (Art. 47 para. 1 pt. 2 of the Road Traffic Act) set two conditions that must be met simultaneously to be able to stop a vehicle on the pavement. A minimum width of 1.5 metres must be left for pedestrians, and the vehicle must not obstruct their movement. In this situation, the second condition is not met, so stopping is prohibited, even if more than 1.5 m of free space remains.
