Can you perform a reverse manoeuvre on a motorway if you turn on the vehicle's hazard lights?

On a motorway, as confirmed by the visible D-9 sign, there is an absolute prohibition on reversing. Turning on hazard warning lights does not authorise you to perform this manoeuvre, as it poses a fatal danger. According to Art. 23 para. 2 of the Road Traffic Act, reversing is prohibited on motorways and expressways, among other places.
