Can you use daytime lights while driving after dusk on a well-lit road?

No. Daytime running lights, as the name suggests, are intended for use only during the day, i.e., from dawn until dusk. After dark, as in the situation in the video, the driver is obliged to switch on the dipped headlights, regardless of how well the road is lit. This is required by the provisions of Art. 51 of the Road Traffic Act.
