Are you obliged to give the right of way to pedestrians on a yard with no designated pavements and road?

In the situation shown, the movement of vehicles and pedestrians takes place on the same surface, without separate pavements. In such a place, according to Art. 26 para. 5 of the Road Traffic Act, the driver of a vehicle is obliged to drive slowly and give way to pedestrians.
