In this situation, are you obliged to stop in front of the railway crossing?

The video shows that the barriers at the railway crossing are in the process of being lowered. According to Art. 28 para. 3 pt. 1 of the Road Traffic Act, it is forbidden to enter the crossing if the lowering of the barriers has already begun. Therefore, the driver has an absolute obligation to stop the vehicle before the crossing.
