Can you, as a driver, move away from a car which engine is running?

Regulations prohibit a driver from moving away from the vehicle while its engine is running. According to Art. 60 para. 2 pt. 1 of the Road Traffic Act, this is to ensure safety and prevent the use of the vehicle by unauthorised persons. Leaving a running vehicle unattended creates a risk of it rolling away or being stolen.
