Is the conduct of the diver, who left the parked car, correct?

The driver's behaviour is incorrect. The video shows that the open vehicle door is protruding into the traffic lane, creating a hazard for other vehicles that have to drive around it. According to Art. 45 para. 1 pt. 3 of the Road Traffic Act, it is forbidden to leave a door open if it causes an obstruction to traffic or endangers safety.
