Are you obliged to use low-beam lights in this situation?

The recording shows driving in night conditions with another vehicle approaching from the opposite direction. In such a situation, you are obliged to use dipped headlights (low beams), which means you must switch from main beams (high beams) to avoid dazzling the oncoming driver. According to Art. 51 para. 3 pt. 1 of the Road Traffic Act, a driver is obliged to switch off main-beam headlamps when a vehicle is approaching from the opposite direction, if it could be dazzled.
