Are you permitted to perform a reverse manoeuvre in this situation?

The situation in the picture shows driving on a bridge, and reversing on a bridge is strictly prohibited. According to Art. 23 para. 2 of the Road Traffic Act, this manoeuvre is also forbidden in a tunnel, on a viaduct, motorway, and expressway. Reversing in such places creates an extreme danger of collision with vehicles travelling at considerable speed.
