Is it allowable to stop the vehicle 11 metres beyond this road sign?

The D-15 'bus stop' sign indicates a stopping place for public transport buses. According to Art. 49 para. 1 pt. 9 of the Road Traffic Act, it is prohibited to stop a vehicle less than 15 m from the post marking the stop. If there is no designated bay, this prohibition applies to the section of carriageway 15 m before the sign as well as 15 m after it.
