Are you entitled to stop a passenger car on the road at this point to drop off a passenger?

On the visible section of the road, there is a double solid line P-4. According to Art. 49 para. 1 pt. 4 of the Road Traffic Act, it is prohibited to stop a vehicle on the carriageway along a solid line if this would force other drivers to cross that line. Considering the lane width, stopping here would block traffic or force other drivers to break the rules.
