If you ride a single-track motorcycle, can you transport a passenger who is intoxicated?

According to the Road Traffic Act, it is prohibited to carry a passenger on a motorcycle who is in a state of intoxication or under the influence of alcohol. A person in such a condition has impaired balance and motor coordination, and is therefore unable to maintain a stable position, posing a direct risk of losing control of the vehicle and causing an accident.
