Does the visible "bus stop line" signify a roadway on which driving is prohibited?

The visible P-17 horizontal road marking, the so-called 'bus stop line', designates a section of the carriageway intended for a bus stop. This marking prohibits stopping along its entire length for vehicles other than those carrying out paid passenger transport on scheduled routes. However, there is no prohibition on driving over or onto this line.
