Can a driver with an accessible parking permit ignore the visible prohibition sign when driving a passenger car?

The sign visible on the right is B-3 "prohibited entry for motor vehicles, except for solo motorcycles". According to Para. 33 pt. 2 of the Regulation on Road Signs and Signals, a person with a disability holding a parking card may disregard this sign, provided that special caution is exercised.
