Can a driver with an accessible parking permit ignore the visible prohibition sign when driving a passenger car?

The sign B-36 "no stopping" visible on the right is not among the signs that a person with a disability holding a parking card may disregard. This entitlement applies to signs such as B-35 "no parking", but in the case of sign B-36, it applies to all drivers (unless a T-29 plate is placed under the sign, which is not present here).
