You must not continue driving because the tram has stopped at a stop without a passenger island, and pedestrians are entering the roadway. According to Art. 26 para. 6 of the Road Traffic Act, the driver must stop to allow pedestrians to safely board the tram or step onto the pavement. You may only proceed once all pedestrians have left the roadway.
